Step 1

Open the downloaded photo of the girl in Photoshop. Then select the cropping tool, as shown in the following figure, to trim the edge of the picture to the right, so that the picture's girl can be more prominent.

Press Ctrl+j to copy the background layer. Then right click on the thumbnail in the Layers panel, select Convert to Smart Object in the pop-up menu, then select Filter > Blur > Gaussian Blur in the main menu to set the blur radius to 4 pixels. Set as shown in the following figure.

Selects the action on the mask of the filter, selects the Brush tool in the toolbar, sets the stroke to be a soft black stroke, and removes the blur effect from the background as shown in the following illustration. This will increase the level of the image.
