What is target management? Meaning

Management by objectives (management by objectives) is to set specific target tasks for each employee and motivate, guide, and compare the performance of the employee with these defined goals. The goal of objective management is to transform the overall objectives of an organization into sub-goals of subordinate units and individuals step by step to form a complete objective evaluation system to improve organizational performance.
