To modify a animated GIF picture, the software I use is Adobe ImageReady, which is automatically installed if you have Photoshop installed.
First of all, after you open the Adobe imageready, select "File"-> "open" to import the pictures you want to work with.
First, modify the size of the picture: "Image"-> "Image size"
In the pop-up dialog box, set the size of the picture, click "Good".
Second, the picture to cut:
Click the Trim tool in the toolbox. That's the flashing part of the picture.
