Open the source image copy, a new layer, and execute the menu: Image> apply the image parameter settings as shown in the following figure (the screen is filtered in other versions)

 

. Create an adjustment layer and select gradient ING, as shown in the following figure.

 

Create a new layer fill color: # 05616A, change the layer blending mode to "overlay", and create a color/saturation adjustment layer.

 

 

. Create a new layer, press the letter "D", and restore the background color to black and white. Execute the menu: filter> rendering> cloud. Press Ctrl + Alt + F to strengthen the layer, execution menu:

 

Filter> Miscellaneous> add a complex color. After confirming, execute the menu: filter> stylized> diffuse,

 

After confirming, execute the menu: filter> artistic effect> film granules after confirmation. Execute the menu: filter> paint stroke> spray stroke,

 

After confirming, change the blending mode of the layer to "strong light", and add a layer mask to erase the character part.

Create a new layer, fill in the color: #030E52, then change the mixed mode of the layer to "filter color", and change the opacity of the layer to: 40%

Copy the background layer and press Ctrl + Shit +] to the top layer. Then, change the blending mode to "color ".
