Convert to JPG

Create a new adjustment fill layer, select an alternate color

Blue, choose Black, add to 100%, again the sky blue, keep the sky blue, other blue with a black brush.

Create a new adjustment fill layer again, select an alternate color,

Choose White, Black to (50%-100%) vary by photo, this is the black in the clouds away. Make the clouds more white and layered. Keep the clouds white and the other white with a black brush.
