Final effect

1, create a new layer of the document using the Oval tool (M) to draw a positive circle selection!

2, set the foreground color is red background color for orange yellow with a radial gradient fill

3, like the following figure, hold down the ALT key with the selection tool crazy copy

4. Now merge all layers except the background layer into one layer for layer 1 to perform filter twist extrusion as shown below

5, copy layer 1 and named Layer 2 to the level version of Figure 2 in Figure 1, press Ctrl+t to adjust the shape as shown

6, on the layer 1 above the Figure 3 selected Ellipse tool in front of the fish to draw a circle still with red to yellow radial gradient fill as the head of the fish

7. Layer 4 in Figure 3 and figure 1 with a brush painted red on the right edge of the fish head to paint the blush around the gills of the fish
