First step

Create a new canvas, fill the color, select "Filter-> Twist-> Diffuse light", values 6, 12, 10. (Figure 02)

Second Step

Restore the standard settings for the foreground and background colors (the shortcut key is D), copy the background layer, and use the filter-> brush stroke-> Line on the copy layer with a value of 30, 3, 10. (Figure 03)

Third Step
