First, we drag the background layer onto the new layer in the lower-right corner of the layers panel, copy a background layer, and then open the optional color options in the middle of creating a new fill or adjustment layer, as shown in Figure 1:

Select Feather from the Select menu to set the radius in the Feather dialog box to about 5-10, depending on the size of the selection. Then click "Filter"-"blur"-"Gaussian Blur", as shown in Figure 7:
