PS How to make coarse hair supple

The original and the comparison after doing well .... (Although not very good ...) But it does not look so much better ~)

Open picture Ctrl+j copy two layers to hide the above layer 1 copy

Perform on Layer 1: Filters-blur-motion blur

As shown in figure

Continue with Layer 1: Filters-Oil painting

Values as shown

Layer 1 Copy execution: Filters-Other-high contrast retention

Then change the layer blending mode to: soft light

Put layer 1 and layer 1 copies into a group

Press ALT on Group 1 to add a black layer mask

White brush settings like a picture of the hair slowly wiped out

Rub it out and then CTRL + ALT + Shift + E stamped layer

Then repeat on stamped Layer 2: Filter-blur-motion blur

..... It's basically the same.
