Copy the Blue Circle of the first layer, and then clear the layer style, we just want a blue circle as big as the other circle.

Set the fill of the circle that clears the layer style to 0,

Now draw a shape like the white one above,

Draw two black lines.

and draw two more black circles.

Open the Timeline window, or animation window, or IR. Copy Frames 2 times:
