Prepare material:
1. F1 Racing
2. Highway background

Open the picture of the highway background and adjust it to the middle.
Then open the F1 racing picture, create a new layer named Car Shadow, then make a shape filled with black, as a shadow and then hide the F1 racer.
To make a smoke-like appearance, we build a new layer and then make a shape selection and fill it with white.
Then tell the Blur.

Press Ctrl+t to rotate the car about 25-30 degrees.
We add smoke effects and set brushes.
