The generation of Information Resource Management
At the end of 1970s and early 1980s, the United States had a new concept of information resource management. American information resource management experts, Houghton (F. W. Horton) and D. A. Marchand, are the founders and most authoritative researchers and practitioners of the IRMS theory. William Durell published the book "Data Management" in 1985, discussing the basic standards of information resource management. At the beginning of 1990s, the theory of information resource management has matured in both theoretical research and practice, in the United States, the largest number of corporate decision-making layers have set up a job responsible for information resource management-Information Director (CIO ). Our national CIOs are in full swing. the establishment of information management departments and specialized data management personnel has been mentioned on the agenda. However, enterprise administration needs to affirm their position and functions, in order to better organize and implement the data management of enterprises and serve the informatization work of enterprises, it is also necessary to carry out systematic training of the practitioners engaged in this work on the theory of MnS.
The basic idea of message queue is as follows:
1. Information resources are the same as human resources, material resources, financial resources, and natural resources. They are also important resources of enterprises. To manage information resources like other resources, the module is a necessary part of enterprise management and should be included in the budget of enterprise management.
2. DMS includes data resource management and information processing management. Data resource management emphasizes data control. The latter focuses on how managers obtain and process information under one condition, and emphasizes the importance of enterprise information resources.
3. It is a new function of enterprise management. The reason for this new function is the surge in information and document materials, the urgent requirement for managers at all levels to obtain orderly information and quickly and easily process information.
4. The goal of the company is to improve management efficiency by enhancing the ability of enterprises to handle internal and external information requirements under dynamic and static conditions. In order to achieve the best effect of "efficient", "effectiveness" and "economy", also known as the 3E principle, the three are closely related and mutually constrained.
5. There are stages in the development of IRMS. It consists of four stages: physical control, automated technology management, information resource management, and knowledge management. It can be compared by factors such as driving force, strategic goals, basic technologies, management methods, and organizational status. At present, most enterprises in China are in the first three stages, which are in the intermediate stage.
