The library is a new feature of Windows 7 management files that can bring your data together in one location for easy lookup and use. Typically, the system provides several common libraries of document libraries, music libraries, picture libraries, and video libraries. In addition, we can create our own libraries based on our needs or our own style of use.
But some students reflect that when you create a new library, the system pops up error message "Cannot create file ' new library. Library-ms ' File system error (16389)", as shown in the following figure
Unable to create library?? Do not worry, this may be related permissions are limited. Let's check the setting status of the relevant policy first.
Type "Gpedit.msc" in the Start Search box and enter.
If you eject the User Account Control window, allow it to continue.
Open the Group Policy Editor, and then navigate to the User Configuration-> Administrative Templates->windows component->windows Explorer in the Local Computer Policy column on the left.
Click Windows Explorer, and then locate the ' prevent user from adding a file to the root of the user folders folder that corresponds to the user ' from the Right Detail window and double-click Open.
This error is caused if the policy is configured to Enabled here. So, here we're going to configure it as "not enabled" and then press "OK" to save the changes.
Next, quit the Group Policy Editor and restart the computer.
The new library should be able to proceed smoothly.
