There is no bug,00-00-00 means 2000-00-00, 2000-00-00 is actually 1999-12-00, and 1999-12-00 is converted to 1999-11-30.

So there is no bug here, completely normal.

Strtotime (' 00-00-00 00:00:00 ') is completely equivalent to Mktime (0,0,0,0,0,0).

The Mktime () function is used to get a timestamp from a date, returning a timestamp successfully, or FALSE.
