SECURECRT port forwarding capabilities break through firewall restrictions

Such a scenario:
A is a Windows host for the office network,
B is a Linux fortress machine,
C is a production environment for an Oracle host,

A can only access B but a cannot access c,b can access to C, then how can you make the "Plsql Developer" on a machine connected to the Oracle database on the C machine?
