Set ADB and fastboot so that all users can execute

When I came to work in a new company, I found that both ADB and fastboot had to be root, which was too troublesome. So Google did it.

For example, you don't know where ADB runs when you execute the ADB shell. Yes/bin/ADB? Or/home/your-home/bin/ADB?
As follows:
CPP @ CPP :~ $ Type ADB
ADB is hashed (/home/CPP/bin/ADB)
Now CD to the corresponding path, and then
Sudo chown root: Root ADB
Sudo chmod U + S ADB
Fastboot should do the same.
