The secondary plane is not planned for use from 4th to 13th..
14th secondary plane
The lementary special-purpose plane is also called the Special Purpose supplemental plane (SSP). The "language encoding label" and "font transform selector" are both control characters. The range is u + e0000 ~ U + e01ff.
For the encoding table, see E0000-E0FFF.
15th to sixteen secondary planes
The secondary flat from 15th to 16 are private zones. Their range is u + f0000 ~ U + ffffd and U + 100000 ~ U + 10fffd.
