Solve the Problem of garbled web pages

When we create a webpage, Chinese characters appear in the webpage, and Chinese characters become garbled when we open the webpage. How can I solve this problem?

Attention, when we save the file is encoded: ANSI save, And We charset = "UTF-8" is not consistent. (Anyone interested in ANSI encoding can find it online)

So when we save the file, we choose to save it as the file and then select UTF-8 encoding. No garbled characters will appear.

The above solution is garbled, which is also applicable to other editors.(Here I am using the editplus editor ).

So do not panic when garbled characters appear. Save the file as, encoding select UTF-8, save it.
