Structure of the err segment when query fails in pix v2

Several testcase scenarios that describe the PIX query transaction in the ITI-9. Some of them are descriptions of query failure.

Err segments include error location, error code, error code text, error alignment code, and error alignment code text. the error location includes the segment ID, segment sequence, field position, field repetition, component number, and subcomponent number.
