Svn:resource out of date; Solution of Try Updating

Problem:

SVN prompt error When submitting file: resource out of date; Try updating. Indicates a problem with the resource version, attempting to update SVN and discovering that the file has no updatable content. Then look at the resource history, found that the first time someone commits the changes, the second commit changes back, resulting in the contents of the file unchanged, but the file version due to 2 submissions changed.

Workaround:

Let others make a little change to the file (such as adding a space), and then submit it to SVN, and we'll update the SVN content to update the local version of the file, and then we'll be able to submit what we want to submit.
