According to the different business, the management system is divided into long-distance telephone network network management monitoring system and local phone network management and centralized monitoring system. Both systems use the three-tier client/server architecture and Sybase relational database management system, and set up a data transformation layer inside the system, including fault management, performance management, resource allocation management, security management and accounting management. In the telephone switching network management system for equipment and software selection, the minicomputer technology and the UNIX system running on the small machine is already mature, the client/server architecture has been born, and Sybase company took the lead in the database market based on client/server architecture of relational database management system , and the demand of telephone network management system just coincide together, at the same time Sybase company also provided good service guarantee, therefore become the choice of course.

Local telephone network management and centralized Monitoring System version 1.0 development completed, in many provinces and cities began to use. On this basis the improved version 2.0 is more perfect, increase the network Graphics display function, further enhance the reliability and stability of the system, at the same time, in order to realize the integrated management of the local network, increase the access network monitoring and Operation Maintenance Management system, improve the ability of local network operation and maintenance, make the management more flow, standardization. The application of version 2.0 system makes the program-controlled computer room changed from someone on duty to a few people on duty, which solves the contradiction between the increasing of the exchange equipment and the shortage of high-level technicians. At present, in the country's 338 administrative divisions, nearly 2/3 of the administration has used the PTT Software Center to develop the local telephone network management and centralized monitoring system based on Sybase database platform.

In the long-distance telephone network management, the Ministry of PTT Software Center develops the system already to cover the national 31 Provinces and Cities Administration center. Due to a variety of reasons, the domestic telephone exchange type and a wide range, a total of 8 foreign switch system and 4 in the domestic development of the format, taking into account the overall interests of the telephone network and compatibility management issues, long distance network management systems must have the standard, unity and security. The system integrates the standard Telecommunication Management Network (TMN) architecture with the three-tier client/server architecture, and plays an irreplaceable role in the long-distance telephone network management.

Equipment and software selection is a long-term planning, because the user needs in the personnel training, technical support and many other aspects of a large amount of input.
