9.1 Problems arise: a gap between strategy and BPM
The BPM project of Jiangnan Municipal Housing Bureau has exposed the following problems during its three-year operation:

There is a gap between 9.1.2 strategy and BPM
In the last section, we put forward four government strategies by analyzing the four basic functions of the Government. Based on the above analysis, the Jiangnan Municipal Housing Bureau decided to implement the "Digital Housing Information System" based on BPM. After two years of construction, "Digital Housing Information System" was successfully launched at the end of 2007. By the end of 2009, the "Digital Housing Information System" in the Jiangnan Municipal Housing Bureau has been running for two years, but the operation of the BPM project did not make the four strategies are fully effective implementation. What happened to the problem? So the bureau leaders invited a professional strategic consulting firm for analysis, after in-depth analysis, the consulting firm found that there are two gaps between strategy and BPM, as shown in Figure 9.1.

The Gap one: strategy does not reach the full BPM . the four strategies of "more public service" as the government's important strategy embodied in many aspects, for the Housing Authority, its service object collectively referred to as the main practitioners, including real estate developers, real estate agents, brokerage institutions, property services enterprises, banks and other financial institutions. How can we provide better services to these practitioners? Many people who have done government projects may say, is not those things: one-stop service, a window to accept, one-time inform, a set of data internal transmission, one-time charges, a window card, lidengkequ and so on. Gap II: BPM the implementation of the situation can not be real-time reverse feedback to the strategy. the three basic functions of economic regulation, market regulation and social management are the responsibilities of senior and middle-level leaders, and the leadership decision-making and supervision need to be analyzed scientifically. Analysis of what? For the Housing Bureau, of course, the analysis of the real estate market on a variety of front-line activities. The data of these front-line activities all exist in the core business Informatization system based on BPM implementation. By analyzing these massive data, we can find out the problems and laws and make the macroscopic decision. But these first-line data do not feed back to the leader in real time, and thus create a state of mind making decisions.
