These countries supported the United Nations Security Council to increase the number of non-permanent members, but opposed the addition of permanent members with veto power.

The meeting was initiated by South Korea, Pakistan, Argentina, Italy and Mexico among other "coffee club" Member States, the United States and China, with permanent veto power, also attended the "unity aimed at negotiation" Meeting on the day and said: "The reform of the Security Council should be delayed and should be promoted through negotiation." As a result, Japan's "entry into the regular" plan has actually been ruined. Japan's plan is to become a permanent member of the General Assembly of the United Nations in after the proposal to add six permanent members is approved in the form of a resolution.

According to the relevant provisions of the United Nations Charter, Japan, Germany, Brazil and India must be supported by 191 of the 128 United Nations member states to become a new permanent member of the Security Council, the purpose of the coffee club is to win more than 64 countries to oppose or abstain. Currently, the coffee club has more than 70 Member States, mainly in developing countries.

Annan will not express his views on the positions of various countries at this stage.

According to Phoenix TV's New York reporter Luo Xiaoying, the Security Council's reform issues have aroused increasingly serious disputes across the world, and the lobbying operations between different factions have also begun. In the face of possible split, the United Nations Secretary-General spokesman ekhad said on the 12th that Annan will not express his views on the positions of all countries at this stage.

The reform of the Security Council has already seen two main factions in the United Nations. One group is composed of four countries, namely Japan, Germany, Brazil, and India, actively seeking for permanent Council seats. The other group is composed of dozens of countries, the Alliance for unity and consensus, once known as the coffee club, headed by Italy. On the 12th, the Alliance held a promotional activity in New York. on the 13th, Italian Foreign Minister fyani visited Annan's residence in New York to seek support from Annan. In the face of massive resistance by people in China and South Korea to join the Permanent Council, ekhad said that Annan would not make comments at this stage.

The spokesman for the United Nations Secretary-General, ekhad, does not believe that Annan would like to comment on the incident in China. He has already made recommendations to Member States. Now is the time for Member States to study the proposal on their own, the discussion has just begun, but it is only in the preliminary stage.

He said that Annan would pay close attention to various discussions on Security Council reform among countries.
