Bandwidth throttling is used on a large number of sites on this server (that is, limiting the maximum bandwidth per second of a Web site), however, the network card does not have the QoS service installed, resulting in IIS think this is a bad site, it will lose, the solution to this problem is to install QoS before restoring the site:
For each virtual host bandwidth throttling function, if you see the QoS selected in the network card's properties, if you do not see the QoS entry, click Install, select the QoS packet scheduling task in the service, restart IIS after installation, and the bandwidth limit will take effect, and note that during the installation of the QoS process, The server's network will be interrupted for approximately 20 seconds.
