The user configuration file synchronization service always displays "starting" and cannot be stopped. You can stop this service as follows:

Run the following command in SharePoint power shell:

Get-spserviceinstance

Obtain all service instances.

Stop-spserviceinstance (service instance guid)

Stop the service instance. The following parameter is the guid of the service instance, which has been obtained in the previous step.

 

After the command is executed, the state of the user's configuration file synchronization service changes to being stopped, and the status changes to stopped after a while, and then try to start the service.
