BPM is the chief of staff, responsible for the tactical aspects of the work, its lifecycle includes tactical design, tactical development, tactical implementation, tactical evaluation and tactical adjustment. For the above 5 phases, BPM has five phases throughout its lifecycle: design, modeling, execution, monitoring, and optimization, as shown in Figure 6.1.

These five phases cover the entire lifecycle of BPM, and the content of the work is different in each phase. Next, let's explore what the chief of staff in BPM needs to do at each stage, what the guiding principles and norms are, and how to get the best tactical results.
1.1 Design Four Steps
Process design involves the identification of existing processes and the design of new processes, including the flow of processes, business rules, resource synergies (participants, forms, knowledge, performance, and so on) and process asset storage, and good process design can reduce the number of problems that occur during the process lifecycle. It is important to mention that the design must be BPR,BPR The emphasis is R (reengineering, that is, reengineering). This idea was proposed by Professor Hammer, but the BPR eventually failed because it caused a complete redesign. The design emphasized here is to "standardize" the process design, that is, redesign the design, do not need to redesign on the "continuous improvement." This is also the reason for the BPI after the failure of BPR, where the BPI was accepted in most enterprises and succeeded in the end.
When it comes to this, maybe someone will have a question, how to design or continuous improvement? Our answer is to conduct an effective process of grooming.
We have been in the process field for nearly a decade, deeply realized that to carry out process design must be familiar with the business, otherwise the design of the process is necessarily a failure process, or a simply can not produce any value-added processes. Familiar with the business is very important, unfortunately, at present, many so-called BPM consulting companies, process consulting companies, not many people are really familiar with the business. Which of the chiefs of Staff in the War of Resistance against Japan and the Kuomintang was not from the battle of the big and small? Domestic these so-called chief consultants, senior consultants, and how much is in the industry's information technology projects in combat? It is the first important principle of the "design" phase to comb and plan the whole business process on the basis of familiar with the business, and the principle of "overall plan" is also the first important principle of tactical design [1]. For process design, we summarize the four steps.
The six elements of the process are input, output, activity, interaction between activities, service object and value of the process. Input and output are the cause and effect of the process, the customer is the service object of the process, and the value is the recessive output of the whole process. The design of the four step must revolve around the process six elements.
1.1.1 First step: Find the core business and the end-to-end process, this is the object of the design
1. To find the core business with the service object as the center
As we discussed at the beginning of this chapter, business processes have to be viewed from a business perspective, with no business and no process. So, the first prerequisite to doing BPM design is to know what the core business of the enterprise is? We need to put those end-to-end business management, they are the core value of the enterprise, is the base of the enterprise. For the service-oriented government, it is the core business of the Government to provide services and affairs for the taxpayers.
The service object is an important element in the process six elements, the principle of finding the core business is that the business that creates value for the enterprise's service is the core business. For example, the national tax, the tax revenue business, the Housing Authority for real estate practitioners and the public to provide a variety of house documents for business. We can also refer to the APQC Process classification diagram in section 1.4.2 to identify the core business areas of the enterprise.
2. To find end-to-end flow through input and output
How to comb out the end-to-end process? First of all, we should analyze the value chain and strategic map of the enterprise, then decompose the enterprise value chain and strategy map, and combine the process definition and characteristics of end-to-end to analyze the decomposed process so as to find the end-to-end process.
In the 5th chapter of the pre-sale approval process for commercial housing, for example, in the total registration of the room need to launch the property to pay the verification process, demolition and resettlement room verification process and affordable housing verification process, there is an end-to-end process synergy, as shown in Figure 6.2.

This is a business process that conforms fully to the end-to-end definition and characteristics, through which we analyze its definition of end-to-end processes and the matching of features.
