Background Introduction: after Ubuntu installation, the root user is locked by default, does not allow login, and does not allow "su" to root. This is more secure for desktop users, but the server can be set to allow Su to root, but not allow root users to log in directly.

Final Solution: (after my verification, it does work) You can use the following command to create a root account:
sudo passwd root
(Enter the original root password)
****** (enter the new root password to remain intact.) I'll keep it as it is)
****** (re-enter the new root password)
su Root
You can then use root permissions in the terminal!
to use root permissions in the file Manager, simply type in the console:
sudo nautilus
