Step 1, as shown in the following figure, open the source image in PS, create a new layer, and name it "rain ".

Step 2, as shown in the following figure, set the foreground color to black, press the keyboard shortcut Alt + delete key, and fill the layer rain with black.

Step 3: perform a series of filter operations on the layer rain. Select menu filter> Miscellaneous> add, set the parameters as shown in the following figure, and click OK.

Select the Gaussian blur filter and set the parameters as shown in the following figure.
Next, add a dynamic blur filter with the following parameters:
Step 4: add a level adjustment layer (layer --- New layer ----- level). After setting parameters in the following figure, make the layer into a rain layer clipping mask.

Step 5: Continue to add a filter. Choose menu filter> twist> ripple filter. The parameter settings are as follows:

Step 6: Select layer rain and change the blending mode to "filter color". The opacity is set to appropriate data based on the selected image. As shown in the following figure, the rain effect has been drawn.
