Open the system's Start menu, then click Run in the pop-up menu to open the Run program
Enter gpedit.msc in the input box following the opening of the running program, and then click the OK button below
After clicking OK, execute the GPEDIT.MSC program and open the local Group Policy Editor, as shown in the following figure
In the left menu item, click and turn on "User Configuration" ===== "Administrative Templates" ===== "Control Panel" ===== "Personalization"
In the menu list on the right, find prevent changes to desktop background, and then right-click to prevent changes to desktop background, then select Edit from the Open menu
Click Edit to open the "Prevent changing Desktop Background" Settings dialog box, as shown in the following figure
Modify the current enabled state to "Not Configured" and click the Apply and OK button at the bottom right to complete the setup, and then verify that you can change the desktop background and find that you can modify the desktop background image.
