Win8 adds a quick Start feature that allows the computer to boot into the Windows interface as soon as possible. This quick start feature of the WIN8 only works when the "power off" is turned on and does not work for direct selection of "restart". By default, Quick Start is enabled in Windows.
This setting also creates the problem that some notebooks do not shut down properly, and then just lock the screen after clicking Shut down.
