Solving method
We are not able to install policy groups in the home version of the WIN8 system, so if you want to implement the Policy Group feature, you can only replace the WIN8 Professional/WIN8 Enterprise Edition, or update the Advanced Win8.1 Professional or Enterprise Edition.
