Export an XML-formatted file using the following PowerShell command:

Then access the Group Policy manager, use Win+r to call out the run interface, enter Gpedit.msc entry. Select User Configuration > Admin templates > Start menu and Taskbar, and locate the Start Page Layout policy item and configure it to open.
