I don't know what's going on. The rulers in my word are missing, so the functions can't be manipulated by adjusting the margins, changing the indentation of the paragraph, setting the line spacing, the table's row height, and the column width and alignment settings. When you go to the View tab, in the Show/Hide option group, the ruler hook is displayed and the hook is canceled to hide the ruler.

Click Office Button to go to Word options, select Advanced on the left, and then in the display on the right, check the "show vertical ruler in print layout view" hook.
Show or hide rulers in Word2003:
In Word2003, you can only show or hide the vertical ruler, which looks like the horizontal ruler is out of control. Click the Tools--> option in the menu bar to--> the vertical ruler (Page view only) tab in view Page view and Web layout view options to display the ruler, and remove the hook to hide!
