LAPACK 3.4.0 release linear algebra Library

Lapack is a linear algebraic library based on Linpack and Eispack, designed to provide conventional processing of simultaneous equations and efficient matrix algebra, especially for shared memory vector, parallel processors, and clusters. LAPACK 3.4.0 This version adds a XGEQRT,QR decomposition facility that needs to be reused for blocking reflection. Added xGEQRT3, a recursive QR decomposition facility, a matrix of high-performance. Added xtpqrt to avoid the collection of QR communication sequence cores. It replaces a better portability and cmake build system. Added Doxygen documentation. It integrates the C language API of Lapack Lapacke.
