I did not expect that arcgis10.1 has undergone a huge change, and sde is 64. (You must pay attention to the installation, otherwise, you will encounter a title issue), so the database is required to be 64-bit (note: the database client should be consistent with the arcgis desktop version of 32-bit or 64-bit ), another change is that catalog uses direct database connection (that is, access through the database client) by default, and does not provide PostInstall to create the sde library as before, you need to use the gp Tool in arctoolbox to create it (the current method is more flexible, just be familiar with it );
Why does User has privileges required to create database objects appear. this problem is that the installed arcsde10.1 is 64-bit (maybe 32-bit for most people like me by default) and the oracle server is installed with 32-bit, because the version is not allowed, they cannot access each other.
