1. Problems:
1) there are no errors in the background alter log
2) The mmon error message is as follows:

3) When an awr report is made, no recent snapshot is generated.
2. troubleshooting:
1) view locks and sessions
Select do. object_name,
Do. object_type,
Gv. SQL _ID,
Gv. EVENT,
Gv. WAIT_CLASS,
Gv. WAIT_TIME,
Gv. PADDR
From gv $ locked_object gl, gv $ session gv, dba_objects do
Where gl. SESSION_ID = gv. SID
And gl. OBJECT_ID = do. object_id;
Awr-related tables are locked.
2) view the lock table process
Select * from gv $ process gp where gp. ADDR = '00000002d8610778 ';
3) use the OS command
# Ps-ef | grep 28039
Oracle 28039 1 0? 00:00:16 ora_m000_west1
Kill m000 and restore to normal
