This tutorial mainly uses Photoshop to make a 3D flow effect of the WordArt tutorial, the tutorial mainly through the default 3D tools and Layer style PS to complete, like friends to learn together.

Step 1: Text creation
First we open the Adobe Photoshop cc create 995x670px canvas to create the font Hello Zcool font for "Vivaldi", at present, our text should resemble the screenshot below.

Step 2: Material lighting settings and rendering
Now it's time to start building our 3D scene, so create a 3D layer
Now we need to start in our background. Create a new layer in your text for this. Next fill it with black and draw in it with white when I do the screenshot below.
Now you just need to set the Gaussian blur with a radius of 250px and fill the color.
At this point we will set the "Hello zcool" material ball. Once you do this set the material and all the settings as I do below.
The material of the 5 items selected for MoD will look at the contents of the screenshot. To adjust the material in the property panel
Now we need to go back to our property bar. Set color values such as diffuse reflection
Next we create a hit on the back of the "Spotlight" value as follows:
Create a new "Spotlight" with the same value in another location and a "wireless light" for the default value that will make the 3d text more textured.
The lighting material has been set up and now you just need to click "Render" in the 3D menu bar "Hallo Zcool"
Step 3: Text Processing and shape merging
Convert a 3D layer into a smart object adjust the color with your senses
Next you need to make some shapes like I do in the screenshot below.
Now we can set some more shapes to blur them. This will create a nice light effect as well as help create a sense of depth. I set the Gaussian blur of 50px but you will depend on the initial size of your shape.
Step 4: Drop painting, level closure work
Now start adding some water droplets and splash them into our text. There are multiple ways to do this, and we'll make it with a brush tool.
As you can see below the screenshot. You have highlighted the period highlights and shadows. The following can be followed by one of the same cases (not very clear when the canvas was just created, sorry)
Once you have created enough water droplets, you are satisfied. My text now looks like the screenshot below
