It can be seen that proj_d is in a State with serious resource shortage and needs to be allocated. Specific allocation rules should be considered as follows: 1. Prioritize allocation of projects with rich resources, that is, projects with current resources> projects with the largest available resources. 2. Allocate the current resource of the Project> the project with the best resource. 3. Allocate a project that is limited by resources, that is, a project with a long bar chart, such as Project E. 4. Items with short bar charts are not adjusted to avoid new resource problems. Pipeline Management also emphasizes the balance between pipeline load, actual resource load, and enterprise strategy. Therefore, the final goal of adjustment is to ensure the realization of the overall strategic goal of the enterprise, so that the enterprise can create maximum value under certain resources. The success mark of a single project is the completion, progress, and quality of the product. However, for a combination project, the overall optimization and balance based on risks are considered, such as ROI in a certain time segment. Therefore, when multiple projects are in a similar resource state, we still need to do a what-if analysis to simulate the impact on the project progress after adjusting resources, the impact on the return on investment and the risk. Therefore, in the feasibility analysis of project initiation, we should find the risks and ROI when the resource investment is different. For example, with this information, when balancing resources, we can combine them with the overall strategic objectives of the company. Balance the profitability and risk tolerance based on the company's strategy and profitability.
