Step 1
First, let's create a good background effect. Open a new Photoshop file and fill the background with black. Now, create a new layer and fill it with white. Step 3
Copy the layer of Light we just created and hide the original layer. You will then need it to do extra stripes. Now, zoom (Edit > Transform > Zoom) The light makes it flatter. This allows you to control the thickness of the stripes.

Step 4
Now, let's start with an interesting part. To make light stripes we used two filters: the Wave (Filter > Twist > Wave) and the rotation (Filter > Twist > Rotation twist). By using waves, you can implement some very good irregular paths. Like the sliders for other filters, it can make some adjustments to achieve your effect, but you may need to increase the wavelength and amplitude significantly. Also, try to apply the wave filter more than once on the same layer.

The spin twist filter will give you a spiral pattern of stripes.

Also, don't be afraid to combine the two. Doing so will add more detail to each stripe and make the overall effect more interesting.
