First step:
First, create a beautiful background. Creates a new PS document with a background fill of black (d→alt+delete). Create a new layer (ctrl+alt+shift+n) and fill it with white (d→ctrl+delete). Then use the Oval selection tool to select a circle selection, and then set 20px to feather the selection (select Modify) (Ctrl+alt+d). This will make the edge of the light more like a halo. I like to use three colors to make a gradient. The first is also the most inside should choose white or close to white color. When filling, make sure to start at the center of the selection and end the selection edge.
Step Three:
Copy the Light effect layer (CTRL+J) you just made to hide the original layer. This layer will then be used to produce more light lines. Now the scaling (edit transformation) (CTRL+T) light effect layer makes it flat. This allows you to control the thickness of the light lines.
