1. Prepare photos
If you just convert a picture to a drawing effect, it usually feels like it works. This is because the picture shows the real world, and painting is the idealized world that is processed by the human brain.
The difference between reality and ideal is subtle and important. Painting is intentional, and every stroke has an intention. Photographs, by contrast, show the real world objectively, whether the world is ugly or not.
So in the process of getting ready to turn pictures into paintings, you need to consider the above. So before you start to turn to the painting effect, do some processing of the photos.
Take a look at the pet photo below, and you'll find two places to adjust: two straps and too close to the puppy's chair.
Select the Polygon Lasso tool, create a selection along the foot profile of the Chair, and select Edit > Fill to use content recognition.
After you click OK, PS will automatically select similar pixel fills based on the surrounding selection and background. The effect is shown in the following illustration.
Apply the same method to dispose of the tape, after processing, press Ctrl+d to cancel the selection.
The dog's nose is a bit dirty in the picture, and the stains and spots are distracting, so it's also going to be erased. The Healing Brush tool is used here.

Sets the image overlay, blending mode is brightness, opacity 48%, scaling 65%.
Sets the projection, blending mode to screen, color #d79356, not using global light, angular -119°, distance 4 pixels, size 4 pixels.

Select the Move tool, and then press ALT to drag so that you can copy the Iris shape layer of the eye.
Usually, the painting color will be more saturated than the photo. Select Layer > New adjustment layer > Natural saturation to set natural saturation of +88, so that the color saturation of the photo will be deeper.
A puppy's nose can add a pink hue. Select Layer > New adjustment layer > Hue/saturation to set hue 359, saturation 33, lightness-33.
Click the mask thumbnail for the hue/saturation adjustment layer, and then select Fill Black to hide the color effect.
Select the Brush tool, double-click the foreground color, and choose white. Then right click on the canvas, bring up the Brush property panel, set the size to 40 pixels, hardness 50%, brush style as shown in the following figure.
Use a white brush to control the color adjustment effect in the dog's nose position. To confirm the operation, the operation position is for hue/saturation adjustment layer mask, reduce the adjustment layer opacity to 68%.

Choose Filter > Liquefaction, select the expansion tool, and then adjust the brush size to match the size of the dog's eyeball, then point a few, then the eyeball is bigger. All two eyeballs do the same thing.
A small dog's nose looks a bit unnatural in a photo. Or in the Liquefied window, select the Forward deformation tool, adjust the shape of the nose, and then the nose has more vertical creases.
2. Basic smear
Now the photo has been processed and can be applied. Here we select the Smudge tool for operation.
Reduce the opacity of the photo layer to 15%, which makes the photo almost invisible, creating a new layer named "Basic Smudge."
In the toolbar's Blur tool's Triangle drop-down menu, select the Smudge tool. Open the Brush panel, in the upper right corner of the gear out of the menu, select the M brush in the menu.
When you select the M brush, the following dialog box pops up and clicks the Append m brush to the brush list.
In the Brush preset panel, drag the scroll bar to the bottom and select "Soft Paint crayon". Then go back to the Brush panel, click on the shape dynamics, set the minimum diameter 35%, the size jitter and the angular jitter are all by default.

Select the Smudge tool, and then check "sample all layers". This is a useful way to sample all layers, even if they are almost invisible or transparent, and can be sampled.
So along the edges of the image, you can use the Smudge tool to produce brush marks that can be sampled from the picture, but not actually drawn on the picture.
After you understand the principles above, smear the dog's fur along the way. Need to primarily not exceed the edge of the puppy itself image.
Add a new layer to the image layer, named background smear. This layer will draw elements such as backgrounds.
The difference between a background smear and a basic smudge is the size of the brush. Although the background will be relatively large, but also will contain some details. The brush size selected here is 200 pixels to 250 pixels.
Continue to smear the background element. Smear along the edges of the main brush marks, be careful not to paint out of bounds, or you will inadvertently make the original traces far away.
3. Detail smear
The basic smear has been completed. The following is the time to deal with the details, the details of a good deal to make the work look more natural, more like a painting, and not just a simple PS operation. These important features, such as noses and eyes, require extra careful handling.
Temporarily hides the base smear layer and background smear layer. Add a new layer, named "Smudge Details", and set layer opacity to 75%. Set the Smudge tool to a hardness of 75% and a size of 20 pixels. Then carefully draw a clearer smear effect according to the details of the nose.
The option to sample all layers is turned off and the tick refers to painting. The finger painting function allows the color to be painted on the canvas first and then dragged and applied. Set the color to black and the brush size to 10 pixels, narrowing the shadow around the iris. Change the color to #a86f2d, then highlight the lower left part of the iris.
Close your finger painting, and then check all layers for sampling. Sets the brush size to 5 pixels and uses a short stroke to pull the light out of the pupil.
Then use your finger painting to add some light specular reflections to the top right of the eyeball. This will make people feel that the eyeball is moist and shiny.
Use the same method to process the other eye. Notice that the two eyes should be consistent in the direction of the light, making it feel like two eyes are attracted to the same light source.
To make the fur more realistic, get a stroke of your own. Create a new canvas, 300dpi, 100*100 pixels.
Select the flexible particle pen in the brush preset, set the size of 5 pixels, and then randomly draw a few close to the black spots.
Select Edit > Custom brush Preset To rename the brush to "brush". This will save the brush and find it at the bottom of the Brush preset panel.
Switch back to the main canvas, select the Smudge tool, apply the brush just made, set the size of 25 pixels, hardness 75%. Check all layers to sample, close finger painting. Add a new layer, "hair smear", in the transition area of the fur brush gently with the bristles, creating small clumps of hair.
In the process of smearing, you will find that you need to adjust the angle. The easiest way to do this is to right-click directly and drag the direction label directly in the pop-up menu.

4. Final modification

Create a new layer "white" above the background layer and choose white for fill.
Add a new layer to the top of the layers panel, named "Edge smear." Select the soft oil crayon again, set the size of 150 pixels, check all the layers sampling, close finger painting. Apply between the white background and the painting area with the canvas you just set.
So the edges look softer and more like a picture.
Press ALT to select Layers > Merge visible layers, create merged layers, name "merge", set blending mode to soft light, scatter light, reduce layer opacity to 50%, and reduce the effect.
Create a new layer above the merged layer, named "Canvas." Select Fill to 50% gray. Then set the layer blending mode to overlay, this is gray will be completely invisible.
Select Filter > Filter gallery, click on the Texture folder, and select texture. Set the texture to canvas, zoom 132%, highlight 4, light.
This will add a canvas texture effect to the screen, and it will increase the overall texture, not just the photo with the filter.
A slightly yellow white will make the canvas look more realistic, add color overlay, color selection #fff9e8, blending mode to multiply the bottom.
