Problems encountered when configuring the struts2 environment in eclipse

I used to do everything in the past and get used to myeclipse. Now I want to use eclipse, but there are still some problems. I haven't built my own web project for a long time, so I feel a lot new. Configuring the struts2 environment in eclipse should be similar to that in myeclipse. It may have been a long time since the last configuration. I don't know what to do if any problem occurs. First, copy the package directly to Lib, which is different from the configuration in build path. Why is that? I have never figured it out. Think about it. It turns out that when a common Java project is created, packages such as database drivers are configured through Build path, but when a web project is created, many of them are indeed copied to the Lib package. For me, I just want to remember it, but I cannot figure out its implementation mechanism.

Second, I finally started tomcat, but I was unable to locate the specified action. After searching for a long time, it turned out that the result was not added with/, and then the operation was successful.
