The images I used were: helmets, clouds, red nebulae, other nebula images. Be free to use your own image, then you have to fine-tune a set of settings to get the right results.
Effect chart
First step
Create a new document with a size of 300dpi 154.5x216mm. Then open the helmet image and use the Pen tool (P) to cut out (set to a path instead of a shape layer) and paste it into your blank file. Resize to about 83%. (Figure 01)
Figure 01
Second Step
In Image > Adjust > Go color (go color?) To remove the color. Then choose the Burn tool, with about 10% of the exposure set to highlight. Use a soft edge brush to burn a portion of the shadow on the left side of the helmet layer. (Figure 02)

Third Step
Use the Oval tool to draw a circular shape layer that must be set to a shape layer instead of a path, as described later. Hold down the SHIFT key while drawing the perfect ring. Rename the layer to "eyeball" and set the layer > Layer style > Inner shadow to be shown in the following figure. Finally go to the Layer > Layer style > Gradient overlay to be set as follows (color is #8aabb3). (Figure 03a, figure 03b, figure 03c)

Fourth Step
Draw a smaller circle above the eye layer called the iris. Double-click the IRIS Layer color icon to change it. I prefer green, but it doesn't matter. Add inner Shadow, inner glow (glow, translation flare), bevel and embossed layer style, as shown in the figure. (Figure 04a, figure 04b, figure 04c)
