This layer looks very complex, and in fact the entire effect can be done with just one layer. The following screenshot parameters are for reference only, because the size of your new circle will affect the values of these parameters, specific test it, new canvas, drag into the background material, use the Ellipse tool to create an ellipse, double-click this layer to add a layer style for it.
