This problem plagued me for a few weeks. At first I thought it was just a problem with the volume icon, but later I found that the real-time monitoring icon of anti-virus software could not be seen (it was already enabled in the process) --- in fact, no icons are visible in the notification area for quite a while, but I don't know why I can load it after a while. I have finally fixed this problem today.
Set msconfig to diagnose startup. If the taskbar is normal, it indicates an error occurred to a service. Restart in normal startup mode to enable services. MSC (service console). If you don't know which service is good, disable the service you think is useless (you can see the description to know what the service is doing) and restart it, if the taskbar is normal, go to the Event Viewer to check the errors and enable the services involved in the errors -- set it to automatic.
