The file is not erased. How do I delete a display that is already open in another program?

Sometimes when we want to delete a file or folder on a computer, a dialog box pops up that says the operation cannot be completed because the folder or file is open in another program, please close the folder or file and try again, mostly because the file in the folder is being used by a program.
