② The New Rule dialog box, select the cell that you want to format by using a formula, and then enter the formula: = $D 1-int ($D 1) =0, click the Format button.

Formula meaning

Int (number): Rounds a number down to the nearest integer.

The INT function is used to extract the integer portion of the cell, and then the integer part is subtracted from the cell itself, and if the result is 0, the value of the cell is an integer, otherwise, it is not an integer.
