We upgraded 11.2.0.1 (x64) to 11.2.0.4 (x64) in windows in one environment. This machine has 64 logical CPUs, only oracle db of version 11.2.0.1 cannot use so many CPUs,
Therefore, from the bios of the host, only 32 logical CPUs are configured. After 11.2.0.4 is upgraded, restart the OS and set it to 64 logical CPUs in the bios. Then, the oracle 11.2.0.4 database starts smoothly.
Therefore, the problem was solved smoothly.
