Win7 taskbar is missing, only the Start menu what's going on?

1. Create a new text document in any location;

2. Open the new text document and copy the following code in:

taskkill/f/im Explorer.exe & Start Explorer.exe

3, click "File"-"Save As", select the path you want to save the file, change "save type" to "All Files", set the file name to "reset taskbar. Bat", click Save;
