When you create a new domain, the local administrator account becomes the domain administrator account. Cannot create a new domain because the local Administrator account password does not meet the requirements.

WINDOWS2008R2 local can be empty password, but domain controller can not empty password!

Use the/passwordreq:yes option of the network user command-line tool to get the account password, and then build a new domain:
